Active work should stay in docs/NEXT.md unless a parked lane directly unblocks
the current factory run.

- Browser/WebGPU polish and launch work.
- ANE/CoreML performance research.
- VLM work.
- Tier 5 exploratory research.
- Broad Mac app GUI polish.
- New PRD expansion.
Reopen Rule
Reopen a parked lane only when it directly answers one factory question:
- Can we prepare the right data?
- Can we post-train a better candidate?
- Can we evaluate it?
- Can we package it?
- Can we prove improvement in a report?
